Vancouver Airspace Modernization
From Operational Insight to Institutional Change
Strategic Airspace Planning, Operational Governance & Stakeholder Engagement
Large-scale modernization rarely begins with engineering alone.
It often begins with operational experience.
After more than a decade managing operations within Vancouver Area Control Centre, including responsibility for Vancouver Tower and Terminal Operations, I observed recurring patterns as traffic volumes and operational complexity continued to increase. Existing airspace structures were becoming increasingly constrained, creating challenges that could not be addressed through incremental operational adjustments alone.
Drawing on formal Strategy and Innovation studies at the UBC Sauder School of Business, I developed an operational modernization concept that reframed these operational challenges as an opportunity for long-term system redesign. Working collaboratively with operational employees and NAV CANADA's Operational Analysis group, the concept was evaluated through safety case development, simulation, and operational analysis before progressing through enterprise governance, stakeholder consultation, and implementation.
The resulting modernization initiative demonstrated how operational knowledge can evolve into strategic organizational change through evidence-based decision-making and collaborative governance.
The core strategic principles established during the concept development phase remained central throughout consultation and into the implemented modernization.
My Role
As Manager of Vancouver Area Control Centre Operations, I identified emerging operational constraints associated with increasing traffic demand and growing airspace complexity.
My contributions included:
Developing the initial strategic modernization concept based on long-term operational experience.
Translating operational observations into a strategic proposal for future airspace redesign.
Working with operational staff and NAV CANADA's Operational Analysis group to evaluate the concept through safety case development, simulation, and operational analysis.
Presenting the modernization framework to the Vancouver Airport Authority Aeronautical Noise Management Committee.
Supporting the stakeholder consultation process as the modernization initiative progressed through organizational governance and public engagement.

The completed modernization introduced redesigned arrival procedures, incorporated advanced navigation technologies, accommodated projected traffic growth, reduced environmental impacts through more efficient flight paths, and established a framework for long-term evolution of Vancouver terminal airspace.
Why It Matters
This project illustrates how organizational innovation often begins with operational insight.
Years of front-line leadership created visibility into emerging patterns that were not immediately apparent through isolated operational events. Formal strategic analysis, collaborative safety assessment, and organizational governance transformed those observations into a modernization initiative capable of supporting future operational growth.
Although developed within aviation, the underlying process is applicable across many complex organizations:
recognizing emerging systemic constraints;
translating operational knowledge into strategic concepts;
validating ideas through evidence and analysis;
building institutional alignment;
implementing sustainable organizational change.
This project continues to shape my work in governance, institutional adaptation, organizational learning, and the design of decision-making systems capable of operating under increasing complexity.
